MVNO market share has continued to grow across many segments in recent years – but, while those that thrive play an important role, the path to success is not without challenges. Regulators view MVNOs as a way to increase market diversity and competition, while MNOs can build a wholesale business to address market segments that they could not otherwise reach easily. Indeed, some MNOs use MVNOs to launch second brands that operate relatively independently of the parent operator. So, MVNOs are crucial for competition and for increasing access to new or hard to reach segments. But, to succeed, you need to get things right – from planning to launch and beyond.

All MVNOs have in common the fact that they do not hold licensed spectrum or invest in a complete mobile radio access network. Rather, they secure the assets they need in order to deliver their chosen service, and are often founded to exploit opportunities in niche market segments or with specialised value propositions.

By their nature, they need to be as lean as possible, ensuring that investments are carefully directed – MVNOs may seek to avoid capital investment where possible and to minimise expenditure on technology assets, while maximising their marketing and sales efforts.

This means they require access to a number of assets, depending on their service mix – such as billing, provisioning, distribution, product and promotion management and other essential functions.

## What is an MVNE?

As a result, MVNOs need partners. A Mobile Virtual Network Enabler (MVNE) provides the key interfaces between the MVNO and the MNO, allowing MVNOs to get to market, while at the same time enabling MNOs to host multiple MVNOs and their different propositions.

Essentially, an MVNE provides the infrastructure and assets that are required to support the business operations and services of the MVNO, including billing and operations support systems (BSS / OSS). For a ‘Full MVNO’ model, that can also include core network assets, such as an HLR / HSS for maintaining subscriber data profiles, GGSN/ P-GW for data access, as well as value added service capabilities.

Whereas in the past, MVNOs (and MNOs) might acquire a complete platform to own and operate it alongside their other assets, MVNEs can now be delivered ‘as a service’, based on private or public cloud infrastructure. This model offers three key benefits:

1. Reduce time to market
2. Increase business and operations flexibility
3. Enable Opex charging models

MVNE as a Service platforms offer considerable advantage, and are now the predominant paradigm for the delivery of a whole range of infrastructure components. Taking advantage of an MVNE as a Service solution effectively allows the MVNO to outsource significant overheads – to contain costs and focus on growing the subscriber base.

The question is, how can an MVNO best capitalise on the advantages afforded by the cloud?
